Vintage Japan salt and pepper shakers

Salt and pepper set from Japan. Spot on the salt shaker, but less than the photos show. I think they're chromed, not silver, no real idea. Picked up at estate sale, know nothing about them. I can't make out what tower this is supposed to be.
